VEHICLE TRAFFIC AND PARKING CONTROL
A. PURPOSE. This Standard Operating Procedure (SOP) explains procedures for obtaining Department of Defense (DoD) registration decals for privately owned vehicles (POVs), establishes policy and procedures for allocation of reserved parking for employees permanently assigned to duty within the Buckley Annex, and defines parking rules and violations.
B. CANCELLATION. DFAS-DER/ARPC 125-3, Vehicle Traffic and Parking Control, April 15, 1992, is hereby cancelled.
C. APPLICABILITY. This publication applies to federal and contractor personnel assigned to, or working at, the Buckley Annex and to tenant organization personnel and their contractors.
D. DEFINITIONS.
1. The Buckley Annex. Buckley Air Force Base controlled facilities within the complex (Buildings 385, 402, 404, 407, 408, 409, 444, and 667).
2. Disabled Employees. Employees meeting the requirements of the Colorado revised statutes, 42-3-121.
3. Temporarily Disabled Employees. Employees who have only temporary mobility loss (e.g., post-surgery convalescence). Parking spaces are assigned for 30 days or less when an individual submits a doctor’s statement explaining the disabling condition, the duration, and that the employee has a medical condition, which would be aggravated by walking. Employees requiring temporary parking in excess of 30 days must obtain a Colorado DR 2219, Handicapped Parking Permit, through their county to meet requirements of Colorado revised statutes 42-3-121(3).
4. Carpools. Groups of two or more Buckley Annex employees who share a ride to and from work on a full-time basis.
5. Reserved Areas. Areas for qualified employees with appropriate parking placards to use on a first-come, first-served basis.
6. Essential Executives. Managers, Supervisors, and Military who have been designated as Essential Executives by the DFAS Denver Director, or personnel as designated by the HQ ARPC Commander. The DFAS Denver Director and HQ ARPC Commander may delegate this function.
7. Mission Essential. Those employees who use their POV’s to conduct off-site government business on a routine basis. Also, those employees in outlying buildings who are directed by their director to visit Building 444 to conduct official business.
8. Employees. Employee or military member who works within the Buckley Annex. For the purpose of this publication full-time contractors who work 40 hours a week and possess a DFAS Denver security badge will also be considered employees.
E. POLICY.
1. All employees and contractors must register their vehicle, obtain and properly display a DoD decal (DD Form 2220, DoD Registered Vehicle) on their vehicle. All other personnel who park in open parking areas are highly recommended to also register their vehicles. Military personnel working in the Buckley Annex whose vehicles are registered at another DoD installation must report that DoD decal number to the Buckley Annex Pass and Registration Office (Building 407), extension 6-7401, within 5-work days of being hired or assigned. For HQ ARPC personnel, registration is accomplished at the ARPC Safety Office, post 2-C19, extension 66547.
2. Employees must comply with posted speed limits and crosswalk use, as well as parking regulations. They must also ensure that any non-employee drivers comply with this regulation. Parking violations depicted in this publication may subject the violator to a fine by the City and County of Denver.
3. Secretary of Defense guidance on conserving energy through a uniform, government-wide parking policy, based primarily on the assignment of reserved areas for carpool participants, is the authority for areas so designated on Appendix A, Building 444 Parking Area Map.
4. Parking areas for open and reserved parking are shown on the map found at Appendix A.
5. Reserved Parking areas are designated on the map found at Appendix A and are further defined as follows:
a. Executive Parking. Executive parking will be in the island parking area directly in front of Building 444. For ARPC personnel assigned spaces are: ARPC Commander, Vice Commander, Directors, and Deputy Directors. For DFAS/other tenants, parking spaces are for designated employees in civilian grades GS-14 or higher, a designated Union officer, military ranks of O-6 or higher, the 1st Sergeant, the Senior Enlisted Advisor, the Air Force Element Commander, and designated Air Force Accounting and Finance Office positions. These spaces are reserved 24 hours per day, 7 days per week.
b. ARPC Promotion Board Parking. "Controlled Parking" row designated as AA row, is on the upper level of the east parking pad of building 444. During non-board times, these spaces are utilized by ARPC key and essential Division and Branch Chiefs, Enlisted Advisor to CC, Protocol Officer, CMSgts, Center Exec Officer, and the Union Rep. These personnel are issued parking placards which are monitored and controlled by the ARPC Security Office. Note: These spaces are NOT reserved spaces, they are on a first come, first served basis.
c. ARPC First Sergeant. One space located on the east parking pad, lower level.
d. Disabled Employee Parking. All disabled parking spaces are reserved 24 hours a day, 7 days a week.
e. Carpool Parking. IAW DoD guidance supporting people who carpool.
f. Award Parking. Award parking recognizes those employees who have excelled. Placards will be given for DFAS/ARPC Civilian and Military quarterly and annual winners.
g. Visitor Parking. Visitor parking is limited to two hours. Employees in duty status may not park in visitor parking spaces. Visitor parking spaces become open parking from 2:00 p.m. to 5:30 a.m. on weekdays and from 2:00 p.m. Friday until 5:30 a.m. Monday. Midnight shift employees must contact the Buckley Annex Pass and Registration Office, extension 6-7401, to request permission to use visitor parking in excess of 2 hours when conducting official daytime business.
h. Visiting Contractor/Vendor Parking. Contractors and vendors visiting the Buckley Annex will be issued placards by the Buckley Annex Pass and Registration Office, Bldg. 407, extension 6-7401.
i. Motorcycle Parking. Motorcycles will be parked only in the motorcycle parking area. Parking in the striped triangles at the end of parking rows is prohibited.
j. Union Parking. The Union is allocated 4 reserved parking spaces in addition to those noted elsewhere in this SOP. Two spaces in the West parking area and the first two spaces in the Awards Parking row will be designated.
6. Space allocation is by percentage and will be on a first-come, first-served basis. Parking placards will be used to control parking. Placards must be displayed in vehicles at all times while parked in reserved areas other than those in front of Building 444. All vehicles parked in the Executive Parking area in front of Building 444 must display a "DFAS Executive" decal. Open parking will be used if block spaces are full. Open parking is available in all non-reserved areas.
7. Employees who are either dropped off or picked up at Building 444 must use the passenger pick-up area immediately east of the building. The operator must remain with the vehicle. THIS IS THE ONLY AUTHORIZED DROP-OFF/PICKUP POINT.
8. Bicycles must be parked in the bicycle racks provided.
9. POV drivers may not park, wait, or stop at any time in the bus stop area or crosswalks.
10. Parking is not permitted along the south service road (from South Quebec Street to the service entry gate of Building 444).
11. Vehicles must be parked with the flow in designated areas between two white parallel lines. Parking is only permitted on concrete or paved surfaces.
12. If reserved areas are full, individuals must park in the open parking areas. Report all parking violations to the
Buckley Annex Pass and Registration Office, extension 6-7401, providing the violator's placard number, license, and vehicle color and type. Disabled and Front Island parking employees assigned a specific space may park in visitor parking until their reserved space is cleared. This provision applies only to those disabled and island parking employees who have a specified space assigned. ARPC personnel parking in island slots should call the ARPC Security Office at extension 66547.
13. The towing policy for the Buckley Annex is as follows:
a. Vehicles that are left overnight in the Buckley Annex parking lots and are determined to be abandoned will be towed. If you must leave your vehicle in the lot overnight for any reason, you must contact the security guard on duty, extension 6-6011, to avoid possibly being towed.
b. A commercial towing company will handle the towing of vehicles in violation of the preceding policies. Owners will be responsible for all costs, including damages, associated with the retrieval of their vehicles.
14. The booting policy for the Buckley Annex is as follows:
a. The following non-inclusive examples will subject vehicles to booting.
1. Illegally parking in any director/commander designated space.
2. Repeat offenders of the visitor parking area.
3. Illegal use of the vendor parking area located on the west pad by anyone other than transient contractor personnel.
4. Illegal use of award winner spaces by anyone other than award winner placard recipients.
5. Repeated parking in any designated reserved area, i.e. carpool, handicapped, without the required placard.
b. The DFAS Denver Security Office will handle the booting of vehicles. Owners will be responsible for any damages incurred from the booting.
c. Only the DFAS Denver Security Office can remove the boot. They can be reached at extension 6-6192 or post 1-K6.
F. RESPONSIBILITIES.
1. The DFAS-DE Director/HQ ARPC Commander or their representative authorizes reserved areas for:
a. Employees classified as "disabled" by the State of Colorado, or "temporarily disabled" as defined in paragraphs D.2. and D.3.
b. Employees participating in carpools on a full-time basis, with the understanding that they are authorized to park in reserved carpool parking areas only when two or more vehicle occupants are in a duty status that day. This includes situations in which a carpool partner works in a different facility within the Buckley Annex. To clarify, if a carpool partner is not physically working within the complex (may be on temporary duty (TDY), scheduled day off, sick or annual leave), carpool parking may not be used for that day; open parking must be used. Violators may be subject to ticketing or suspension of carpool privileges. All employees requesting a carpool placard must sign a Carpool Statement of Understanding (Appendix B) prior to receiving their parking placard. The correct parking placard must be displayed in the vehicle at all times while parking in designated areas.
c. Employees defined as "essential executives" .
d. Employees on TDY assignment to the Buckley Annex, and participants in seminars, meetings, conferences, etc. Requests for reserved spaces in this category must be submitted, in writing, to the Buckley Annex Pass and Registration Office, Bldg. 407, extension 6-7401, at least 3 days in advance. This parking is very limited and is assigned on a first-come, first-served basis.
2. DFAS Denver Security Office:
a. Develops, maintains, and monitors the parking program for the Buckley Annex through use of a computerized system.
b. Manages assignment of all Buckley Annex parking areas.
3. Supervisors must ensure that all employees under their supervision are familiar with and have access to this SOP/instruction.
4. Each individual is responsible for knowledge of the contents of this SOP/instruction.
5. ARPC/CCE is responsible for the assignment and control of ARPC executive/mission-essential parking. Parking placards, as defined in paragraph E.6. above, will be used to control parking.
G. PROCEDURES.
1. The DFAS Denver Security Office uses a computerized system to control the parking program.
2. To apply for parking, employees must submit a completed DFAS-DE Form 2092, Application for Reserved Parking, to the DFAS Security Office. Note: These forms are available at the Buckley Annex Pass and Registration Office, Bldg. 407, extension 6-7401. Individuals are authorized only one parking placard at any given time. ARPC personnel should contact their Security Office at 2-C19, extension 6-6547.
3. When a carpool is dissolved or the membership changed (including temporary changes for more than 30 days), employees must notify the Buckley Annex Pass and Registration Office, Bldg. 407, extension 6-7401, within 3-duty days.
4. Upon transfer, separation, or retirement from the Buckley Annex, all personnel to include tenant organization personnel, must clear through the Buckley Annex Pass and Registration Office, Bldg. 407, extension 6-7401.
5. In the event a person ceases to be eligible for disability parking privileges under the provisions of this publication, the person must report the changed status to the Buckley Annex Pass and Registration Office, Bldg. 407, extension 6-7401, within 2-duty days.
6. To register and to obtain directions for the long-term, overnight parking area that DFAS-DE has established, employees must contact the Buckley Annex Pass and Registration Office, Bldg. 407, extension 6-7401.
H. EFFECTIVE DATE. This SOP/instruction is effective August 2003.

CARPOOL AND PLACARD PARKING STATEMENT OF UNDERSTANDING
I have/will read, and understand DFAS-DE SOP 4500.1, Vehicle Parking and Traffic Control, August 2003, and agree to abide by the rules depicted in it.
I also understand that if I’m applying for carpool parking, I must abide by the requirements stated in paragraph F.1.b. of the above mentioned SOP/instruction.
Finally, I understand that I must display my assigned parking placard when using reserved areas, and I must turn it in when I separate, transfer, or retire from the Buckley Annex.
I understand that failure to adhere to this statement of understanding may subject myself to ticketing or towing.

MEMORANDUM OF AGREEMENT
This Memorandum of Agreement (MOA) between the Defense Finance and Accounting Service - Denver (DFAS DE) and the American Federation of Government Employees (AFGE) Local 2040 (herein referred to as the Partners) was developed in good faith to resolve the following issue:
Revised parking plan related to designated parking at the Buckley Annex.
The Partners agree that the attached revised DFAS DE SOP 4500.1 shows the agreed upon changes to the parking plan.
This MOA becomes effective on August 1, 2003:
