9901.211 212 & 9901.221-222: This section is ambiguous. No details were provided regarding how the career groups, pay schedules, and pay bands will be established. Simply stating that these details will be provided at some future date is not good enough. The creation of the pay bands need to defined before the passage of the NSPS is even considered.
