Comments:
There are ways to reward employees that are performing in a superiormanner in the current system. Management could give these employeesquality step increases (QSI) if they wanted to reward them for thesuperior work. I know of only one time that management has done this inmy 16 years with the government. There are performance awards, managerawards, on the spot awards, etc. to reward employees. Management couldpromote the employee based upon their evaluation if it is superior. It is a fallacy to think that there are not ways management can reward employees in the current pay system.
There is too much uncertainty in the new pay system. Your pay will bedetermined by your current supervisor which is not always good. If yoursupervisor likes you, you will get good raises. If your superviso dislikes you, you will get no raises. Bad System!
