What keeps the evaluation system from being abused as all others have been. Where the friends of the boss get good ratings for doing very little, and the hard working employee that is not friendly with his boss gets the shaft. This has been an ongoing problem since I have been working for the government for the past 30 years. Now how about the office that has numerous occupations in it how are you going to classify this area ( engineers , equipment specialist, industrial engineers, mechanical engineers, 855 series , 1670 series 896 series and others) how does one get rated in an area so diverse. Pay banding is a bad idea again it is dependent on your personnel relationship with your boss. At Tobyhanna it was mandated last year by our upper management to not give exceptional ratings even if they are deserved.
