Comments:
Pay and Pay Administration, Subpart C. Initial Conversion. When the pay-banding system was implemented in AFRL, employees were given a step buy in. That is, each employee was given a partial within-grade increase based on the amount of time spent in his/her current grade/step at the time of conversion to pay-banding. A similar buy-in process should occur under NSPS. It is fundamentally unfair to not consider the time earned in the employee's current grade/step at the time of conversion to NSPS. After all, he/she is under the old system up to the time of conversion, and should be compensated accordingly. Recommend changing this paragraph accordingly.
