Pay banding - This equates to not getting any pay increases even though you are doing a great job, while the members of the local "white old-boy network" reap $3000+ bonuses per year. Not fair. Flexibility with the workforce - This equates to deploying civilians with no military training in war zones like Iraq, Afghanistan, etc., whether they like it or not. Not fair. A streamlined complaint process - this equates to management's enhanced ability to dismiss people that may be doing a great job, but they just don't like. Not fair. Etc., etc., etc. The federal government has always been a great employer, but going with Rumsfeld's NSPS, well I have my doubts. We need to remember what working for the Federal Government is all about. Fairness, equal treatment for minorities, opportunities to advance based on merit. I think we can do better. His system will only exacerbate the problems already inherent with the civil service system.
