Comments:
The proposal for pay panel omits any membership by the employee representative (union). In order to protect the integrity of the process the ER should be present during pay panel diliberations. This whole proposal is lacking specificity and does not merit any meaningful comment. Management should start over and involve the ER to develop a better program for all sides.
